A.M.U. to open Sir Syed Public School in Muzaffarnagar

ALIGARH September 27:  The Aligarh Muslim University today clarified that an amount of Rs. 51 Lakh contributed by AMU for riot victims of Muzaffarnagar is still with the University. It will be used for constructing Sir Syed Public School in Muzaffarnagar for riot victims.
Responding to questions raised by Mr. Shahzad Alam Burni, who was expelled from the University on disciplinary grounds, AMU PRO, Dr. Rahat Abrar said that his is an attempt to gain cheap popularity. It is baseless to say that the amount of Rs. 65 Lakh was spent on distribution of blankets and medicine. The University has neither distributed blankets nor medicines.
The proposed school is to be set up in Jawala village, Kandhla Road, Muzaffarnagar and formalities related to donation of land are yet to be finalized. As soon as the land donation process is complete, the foundation laying ceremony will be held, he added.
It may be added that several organizations of students, teaching and non-teaching staff have done remarkable relief work in the Muzaffarnagar on their own.

RTE Act must be amended urgently

Take Rajasthan’s cue
More than four years after it came into effect, the egalitarian promise of the Right to Education Act remains significantly unmet. An unprecedented expansion in primary school education over the past decade, fuelled largely by the Sarva Shiksha Abhiyan, has seen enrolment jump to nearly 100 per cent. Yet, each year, independent evaluations of learning levels of school-going children find persisting absences and lags and, in fact, scores have shown a sharp decline since 2009, the year the RTE was passed. The Annual Status of Education Report (ASER) for 2013 found that 78 per cent of children in Class III and 53 per cent of children in Class V cannot read a Class II-level text. In arithmetic, only one in four coming out of Class V could solve division problems that are typically part of Class III or IV curricula. Earlier, the two Indian states participating in the Programme for International Student Assessment (Pisa) in 2011 had ranked near the bottom.
A debate is clearly needed on the provisions and implementation of the right to education. The Rajasthan government’s proposed amendments to the act must be seen in that context. According to a report in this paper, one of the changes that is being considered is reducing the emphasis placed on infrastructure requirements in schools. While setting a baseline for an enabling environment for learning is a worthy goal, the lopsided focus on expanding inputs has come at the cost of outcomes. The RTE’s preoccupation with building toilets, playgrounds and classrooms, fixing pupil-teacher ratios and the like has also had the unintended effect of thousands of budget schools shutting down due to inability to fulfil these criteria. Other proposals include re-introducing testing in certain classes to better assess a child’s learning level and launching a school voucher system to allow parents to choose where to send their children. Of course, the efficacy of these changes in improving the quality of learning is also open to debate. Hopefully, the Rajasthan government’s initiative will spark a wider discussion.
Rajasthan’s attempt to revisit the RTE is yet another instance of reform originating in the states rather than at the Centre. Earlier this year, it was Rajasthan, again, that unveiled labour law reforms. On Monday, the Madhya Pradesh government took its cue, and cleared similar amendments. Increasingly, states are taking the lead in recasting policy and that is entirely welcome.

AMU Aligarh-- Last date for admission extended

ALIGARH September 23: The Centre for Distance Education, Aligarh Muslim University has extended the last date for submitting application form for admission to various courses with a late fee.
Dr. Mohd. Nafees Ahmad Ansari, Director of the Centre said that candidates seeking admission to various courses run by the Centre for Distance education can now submit their application forms by September 30, 2014 with a late fee of Rs. 200/-.
Dr. Ansari said that students seeking continuation/readmission can also submit their applications till the above date after payment of Rs. 200/- as late fee. He said that no form will be accepted after the expiry of the last date.

RTE minority school rules

New Delhi, Sept. 13: The Centre has made two provisions of the Right to Education Act applicable to minority institutions despite a Supreme Court directive exempting them from the law.
Armed with advice from the department of legal affairs, the HRD ministry has written to all states asking them to apply the provisions of continuous promotion of students till Class VIII and no corporal punishment to minority institutions.
These institutions enjoy constitutional protection to promote education. Under Article 30 (i) of the Constitution, minorities have the right to establish and administer educational institutions of their choice.
But the department of legal affairs is of the opinion that these two provisions of the RTE Act do not affect the “substance of the guaranteed rights to administer educational institutions”.
Accordingly, the August 27 letter sent to all state education secretaries reads: “… the regulatory provisions as provided in the RTE Act appear to be applicable to minority institutions in terms of Articles 29 and 30 of the Constitution of India.”
This means minority institutions will have to now mandatorily implement the policies of no-detention up to Class VIII and no corporal punishment.
In April 2012, the Supreme Court had held that unaided minority institutions were exempt from the RTE Act, especially reservation for poorer sections and the power of the government to shut down schools failing to meet required norms.
The judgment implied, however, that the education law was applicable to aided minority schools. Soon after, states started asking these institutions, which got government grants, to implement the provisions of the RTE Act.
In May 2014, the apex court passed another judgment saying both aided and unaided minority institutions were exempt from the education law.
“The Supreme Court decision was meant to protect the rights of minorities as guaranteed under the Constitution. I agree with the government that these two provisions do not take away the rights,” said Ashok Agrawal, a lawyer and activist.
He said the policies of no detention and no corporal punishment were meant to encourage children to study.
Ravi Sagar, an activist working to promote education of minorities in Assam, said: “I do not think any minority school today is following detention policy or corporal punishment. These are healthy practices. Nobody would object to it,” he said.

RTE Effect: 4000 Students stare at dropping out, Failed to clear entrance test for C. IX

Thousands of students who wanted to take admission in Class IX in the capital’s government schools are now facing the prospect of dropping out entirely, after 48 per cent of them failed to clear an entrance test conducted by the Education department.
Pointing to “difficulty to adjust non-plan students” and the “huge crunch for space”, the Education department had conducted three entrance tests this year for non-plan students. According to figures released by the department, 4,400 of the 9,189 students failed the exam.
“All students who had been promoted from Class VIII in all government schools and unaided recognised schools attached in Admission Plan have been given admission. Although the Directorate of Education (DoE) is facing a huge crunch for space, finding it difficult to adjust non-plan students, the department has already conducted three entrance tests for admission to Class IX,” the letter written by DoE, and accessed by Newsline, states.
“In the first test conducted on May 2, 2,224 of the 4,312 students passed. The second test was conducted on July 23 for the remaining students. In that, 1,527 of the 3,517 students passed. To take care of the remaining, the DoE conducted a third and final entrance test on August 19, where 1,045  of 1,360 passed,” the letter states.
A 15-year-old girl from Loni, Uttar Pradesh, however, made it to a school despite having not cleared the test. After clearing Class VIII, she was denied admission in several government schools on the grounds that she had not appeared for the entrance test. Eventually, she was granted admission on account of her disability and a High Court order. But, for most others who did not clear the test, dropping out of school has become the only option.
According to DoE officials, there are around 2,00,000 students in each class. Another  2,72,000 students in Class IX has put added pressure on the space and resources of schools.
“Till Class VIII, schools have a policy of no detention under RTE. So they can’ fail students. As a result, an unprecedented number of students have been coming to Class IX. Sadly, not all are qualified for it. We thought of conducting an entrance test so that students are encouraged to study and we can check the ability of students getting admission into Class IX,” Padmini Singla, director, DoE, said.
“Also we can’t deny admission to students from our schools. The government has limited resources, so this was the only option. By the end of the third test, there were only 300-odd students we were not able to accommodate,” Singla claimed.
“Private schools are trying to push non-performing students into government schools, especially after Class VIII. This is another reason for the rush,” she claimed.
“Most of these children belong to poor, migrant families. Even if one argues that the state doesn’t have enough resources, or quality of education is not up to the mark till Class VIII, resulting in him failing in Class IX, it is not the mistake of the child.
